Components of the project
The activities can be grouped into 3 categories: Advocacy, Policy development and Teachers training. The missions will be conducted with national stakeholders and relevant institutions in the participating countries. The 3 activities will feed into each other: Advocacy work will support policy development, which reinforces the capacity building of teachers.
Activity 1: Advocacy
This component aims to foster awareness of OER of decision-makers and policy-makers at the highest levels of national Governments and key national educational institutions through:
- extensive advocacy campaigns,
- the organization and participation at OER events at national, regional, and international levels,
- launch and extensive dissemination of publications and peer-reviewed research,
- influencing sister UN agencies to adopt OER or open access policies
Capacity building will also be provided to policy-makers, teachers, learners, librarians, and technical specialists to reinforce the legal skills for understanding, adapting, and using open licenses, the adaptation or development of new tools to find relevant OERs especially via mobile phones, and the development and adaptation of international open standards for interoperability to increase global sharing of OERs.

Activity 2: Policy Development
This part of the project will focus on the policy development within the national education sector. The Government of the target countries will be assisted to develop and adopt specific policies to encourage the open licensing of educational materials produced with public funds, and to develop master plans for the production and use of OER in education sector.
It will also assist Member States to develop sector-wide OER policies through the development of OER Policy Toolkit, capacity building workshops, and the provision of technical support to Member States.

Activity 3: Teachers training
This activity will focus on the development and use of OER materials to support the contextualization of the UNESCO ICT Competency Framework for Teachers at the institutional and/or governmental level (based on national contexts). Activities will focus on mapping of the goals of targeted teacher training institutions to the ICT CFT framework with a view to developing training materials using OER and about OER. These materials will reinforce both the deeper learning skills underlined by the ICT CFT and support the general understanding of teacher trainers and teachers of the value of OER. This activity will also build on the experience from the Education Leader’s Workshops organized by COL, UNESCO and Microsoft in this area.
