ICT competencies for teaching staff at the University of Djibouti

UNESCO supports the University of Djibouti in establishing an ICT Competency Framework for teaching staff. A two-day workshop was held on 9 and 10 November 2015 in Djibouti in order to align higher education initiatives in ICT with the UNESCO ICT Competency Framework for teachers, to determine priority training needs of the teaching staff in ICT and to plan for the establishment of an online course for the teaching staff on ICT integration in Education.

Following a detailed presentation and analysis of the Integrated Strategic Plan for the development of ICTs in Djibouti, the ICT Competency Framework for teaching staff will not only sensitize teaching staff on the provisions of this Strategic Plan, but will also provide teaching staff with competencies to make use of the infrastructure to be provided by the Strategic Plan, developed by the Ministry of Communication, Postal Services and Telecommunications.

Representatives from the Digital Information Centre (Centre de Ressources Informatiques) also presented the ongoing e-campus initiative at the University of Djibouti.  The E-campus will provide teaching staff, researchers and students with a variety of online services.  The future online course on integrating ICT in Education will build the capacities of teaching staff to make better use of the e-campus initiative at the university.

The competencies that will be acquired through the future online course on ICT integration in Education will also focus on other competencies that promote digital literacy in integrating ICT in pedagogy and the use of Open Education Resources and MOOCs at the university.  All teaching materials that will be developed for the future online course on ICT integration in Education will be Open Education Resources, adapted to the context of Djibouti.

Participants in the workshop included representatives from all faculties at the university, as well as the Digital Information Centre (Centre de Ressources Informatiques) and the Ministry of Communication, Postal Services and Telecommunication.  One participant remarked that she will now be able to adapt her way of teaching by using ICT and promote 21 century skills for her students.  Another participant is convinced that he can now use Open Education Resources and adapt them to the needs of students in Djibouti.

This activity falls within UNESCO’s mandate to assisting educational planners and teacher training course developers to prepare teachers for making effective use of technology solutions. This activity is a direct follow-up to the 2012 World Congress on Open Educational Resources which released the Paris Declaration on OERs calling on governments to openly license all educational materials produced with public funds. Supported by a generous grant from the William and Flora Hewlett Foundation (USA), UNESCO is working with the Governments of Djibouti, Kenya, Oman, Bahrain and Indonesia to implement dynamic and relevant policies to guide and recognize teachers and learners to find, adapt, use, develop and share Open Educational Resources.
