This General Comment states that “The child’s right to education is not only a matter of access but also of content.” It thus reflects UNESCO’s concern, especially in the context of the follow-up of the Dakar Framework for Action. UNESCO also participates in the Pre-Sessional Working Group of CRC for preparing in advance questions as a basis for the dialogue with the country's delegation on the implementation of the Convention. CRC considers that with its renewed commitment to this, UNESCO as the United Nations agency has the main responsibility as regards provisions relating to education in the Convention on the Rights of the Child.
