International Labour Organization (ILO)
The right to education and the right to work are very closely linked. UNESCO and ILO have cooperated in the field of the status of teachers and of Higher-Education teaching personnel. In this matter, they have adopted two recommendations:

- Recommendation concerning the Status of Teachers, adopted by the Special Intergovernmental Conference on the Status of Teachers, Paris, 5 October 1966.

- Recommendation concerning the Status of Higher-Education Teaching Personnel, adopted by the General Conference of UNESCO at its twenty-ninth session, Paris, 11 November 1997.

In conformity with the desire expressed by the 1966 Intergovernmental Conference, a joint ILO/UNESCO Committee of Experts on the Application of the Recommendation concerning the Status of Teachers was created in 1968 by the governing bodies of UNESCO and ILO.

Furthermore, the two Organizations have jointly published a brochure to popularize knowledge and use of the Recommendation of 1966. The brochure is a handy tool to make daily use of international standards for teachers and aims at prompting decision-makers and teachers to use the 1966 ILO/UNESCO Recommendation Concerning the Status of Teachers in their work. In this brochure, teachers and education authorities can find dozens practical uses for these norms in dealing with complex matters such as recruitment, training, performance evaluation, salary and working conditions, and participation in major education reform. Experience has repeatedly demonstrated that where governments fail to involve teachers in the planning of major new education reform, the reform fails.
