Furthermore, the two Organizations have jointly published a brochure to popularize knowledge and use of the Recommendation of 1966. The brochure is a handy tool to make daily use of international standards for teachers and aims at prompting decision-makers and teachers to use the 1966 ILO/UNESCO Recommendation Concerning the Status of Teachers in their work. In this brochure, teachers and education authorities can find dozens practical uses for these norms in dealing with complex matters such as recruitment, training, performance evaluation, salary and working conditions, and participation in major education reform. Experience has repeatedly demonstrated that where governments fail to involve teachers in the planning of major new education reform, the reform fails.
