Proposal for Launching the “Academics across Borders” Initiative
This provision is in compliance with the decisions and recommendations of the World Conference on Higher Education (WCHE), convened by UNESCO in 1998, which underlined the need to reduce the growing gap between the industrially developed and the developing countries with regard to higher level training and research, at a time when the production, dissemination and application of knowledge is unanimously recognized as a key factor in the socio-cultural and economic development of nations.
Article 15 of the World Declaration adopted by the WCHE, which is appropriately titled « Sharing knowledge and know-how across borders and continents », lays emphasis on the transfer of knowledge and the institutional development of higher education institutions in the developing countries and in the countries in transition though networks and flexible linking arrangements. Similarly, Article 16, which addresses the issue of the brain drain, recommended the launching of a campaign to offset its negative consequences through the concerted effort of the international community.
The tenth anniversary of UNITWIN and the World Forum of UNESCO Chairs provide an opportunity discuss ways and means in which the Academics across Borders (AAB) initiative could be implemented, and to prepare the ground for its official launching.
