In UNDAP, UNESCO’s plan for improving the management of national STI systems in Tanzania has generally followed a capacity-building approach. This strategy is in line with the greater emphasis within the UN system and among development partners on development assistance, as encapsulated in the Paris Declaration of 2005. In line with this declaration, UNESCO’s office in Dar es Salaam ensures national ownership of all technical assistance provided in the area of STI policy and management.

At the institutional level, the office has helped to engage the government with the Organisation for Economic Co-operation and Development (OECD) for an external review of its STI system.

At the organizational level, UNESCO is supporting the strengthening of processes and procedures within ministries, departments and agencies, in order for them to manage the science systems better. The office promotes the coherence of STI with national strategies for development. For example, UNESCO’s Dar es Salaam office has supported a national dialogue on the processes for programming and budgeting of STI in the national budgeting process. The office has also supported the Ministry of Education in Tanzania in undertaking an evaluation of the performance of higher education institutions in STI in relation to their contribution to economic development. This evaluation will help the government to refine its higher education programmes and curricula in mathematics and science and engineering education.

At the individual level, UNESCO has provided support for several training courses(workshops?) for officers from the public and private sectors in the implementation of national STI plans. This has been done to build the skills and appropriate mindsets needed to manage STI in both public and private organizations. For sustainability, the Dar es Salaam office uses the train-the-trainer approach so that knowledge can be cascaded, leading to the building up of the critical mass needed to bring about change.
