Namibia

There is a long history of collaborations between UNESCO and Namibia in the field of STI Policy. The work that set the background for the current project funded by the government of Spain started in 2004 with a formal request from the Namibian government to provide technical assistance to formulate a strategic plan for the reform of and investment in science and technology for Namibia’s national development.

Through the Spain-funded project, in 2012 UNESCO continued the assistance to Namibia working with the ministry in charge of S&T and the Directorate of Research, Science and Technology. The objectives established focused on designing the funding mechanisms for research, science and technology; and developing STI indicators and a model for a digital platform to monitor and evaluate the STI national system. Here the activities that were envisioned to contribute to the achievement of these goals revolved around technical assistance, workshops and trainings on:

  • STI funding mechanisms guidelines developed
  • Advise on the review of the National Commission for S&T submitted to government·
  • STI monitoring and evaluation models developed
  • RSTI Programme formulated

These activities were completed though technical missions and training workshops in 2013 and with the collaboration of international consultants obtaining the following main outcomes:

  • Funding mechanisms for STI were designed;
  • Guidelines for National Commission for S&T were produced;
  • STI monitoring and evaluation model were proposed;
  • National RSTI Programme was finalized;
