Monitoring and Evaluation Tools for Science, Technology and Innovation (STI) Policies, Policy instruments and Governing Bodies

The Division of Science Policy and Capacity-Building (PCB) of UNESCO in Paris organized, in cooperation with UNESCO National office in Maputo, the Ministry of Science and Technology of Mozambique, the UNESCO Institute of Statistics (UIS) and the African Science, Technology and Innovation Indicators (ASTII) programme of the African Union New Partnership for Africa’s Development (AU/NEPAD), the third training workshop on Monitoring and Evaluation Tools for Science, Technology and Innovation (STI) Policies, Policy instruments and Governing Bodies. This workshop is the first dedicated to Portuguese speaking countries of a series organized in the African region (Angola, Cape Verde, Guinea-Bissau, Sao Tome and Principe and Mozambique).
The workshop funded under the framework of the Spanish-funded project for Capacity-Building of STI policies in Africa, was the third of a series of them aiming at incorporating the African region in the UNESCO Global Observatory on STI Policy Instruments (GO→SPIN) and the STI Global Assessment Program (STIGAP) that complement and provide both, the methodological approach and the regional perspective needed to formulate and monitor effectively STI policies and instruments.
More than 40 government officials at the ministries of S&T and planning and experts from academia, National Statistical Offices (NSOs) assisting the ASTII ground work and advisory STI commissions of parliaments of the three participating countries (Angola, Cape Verde and mainly Mozambique) participated in the event. The format of the workshop, with general presentations and working groups, enabled not only the building of capacities of a national critical mass of experts in Mozambique but also ensured the dialog and exchange at national and sub-regional level.
The main output of the workshop will be the development of the GO→SPIN country profile by the representatives of the participant countries in collaboration with UNESCO Division of Science Policy and Capacity Building. The surveys will then be standardized by UNESCO and included in the GO→SPIN on-line platform. This is an expansion of the revolutionary cluster of databases equipped with powerful graphic and analytic tools which was developed for the Latin America and Caribbean (LAC) region.
The original SPIN prototype, a revolutionary cluster of databases equipped with powerful graphic and analytical tools accessible at the click of a mouse, which is available for the LAC region had recently been updated by UNESCO Montevideo contents providing some new tools and contents for the user.
