Paraguay has been a member of UNESCO since June 20, 1955. The country is covered by the Organization’s Cluster Office in Montevideo, Uruguay. Paraguay is in an intermediate position in terms of its fulfilment of the goals of the Education For All Programme according to the 2005 Global Monitoring Report.

The country is currently implementing the so-called “Ñanduti Plan,” the National Plan of Education for All 2003-2015, which takes its name from handcrafted Paraguayan textiles, which are the result of patient and laborious work.

Under the auspices of the Observatory of Higher Education in Latin America and the Caribbean and its Programme of Technical Assistance, the UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC) has been carrying out a number of studies on higher education in Paraguay.

One UNESCO-AUGM Chair in Environmental Basic Sciences has been established in 1994 at the National University of Asunción within the framework of the Association of Universities Grupo Montevideo. As of September 2007, Paraguay has 16 schools participating in the UNESCO’s Associated Schools Project Network (ASPnet).
