| Structure of the Commission | The National Commission consists of the following bodies:
- The General Assembly (21 members), which meets twice a year;
- The Executive Committee (2 members), which meets every month;
- Programmes Committees, which are established on an ad hoc basis to address specific issues; the meetings of these Committees are convened as required.
- The Secretariat.
There used to be, in 1999, 2 Sub-Commissions dealing with (1) Cultural Management and (2) Cultural Heritage and Peace Education. The Sub-Commission for Cultural Management was established with a perspective of creating a UNESCO Chair for Cultural Management. It held its meetings as often as necessary (there were 4 meetings during 1999). The Sub-Commission for Cultural Heritage and Peace Education was established for promoting World Heritage education and supporting two intertwined initiatives - the Latin Quarter Project and the House of Peace Project. |
| Members/Composition | The National Commission comprises 21 members, renewed every three years and representing the Ministries (Culture, Environment, Education), Estonian universities, academies of arts and science, national embassies, the National Library, national institutions and NGOs involved in UNESCO's fields of competence, as well as the media.
The Sub-Commission for Cultural Management represents Estonian universities-University of Tartu, Tallinn Pedagogical University, Estonian Academy of Arts, Estonian Academy of Music, Estonian Humanitarian Institute, the Ministry of Culture and the Ministry of Education.
The Sub-Commission for Cultural Heritage and Peace Education represents NGO's, such as Collegium Educationis Revaliae, St-Michael's Foundation, Tallinn city authorities, the Ministry of Culture and the Ministry of Education. |

| Interaction with UNESCO and National Commissions |
| Overview | The Estonian Commission closely collaborates with the Baltic States' National Commissions for UNESCO (Lithuania and Latvia) as well as with the Commissions of Denmark, Germany, Poland, Finland and Sweden. The Commission also cooperates with the UN agencies operating in the country. The Secretary-General of the Austria National Commission has helped the Estonian Commission in the elaboration of its Statutes. |
