Consultancy for ESTIP Sub-sector program review: Adult Education

Closing date for the submission is 24 March 2011

The main objective of this assignment is to review the “Information, Adult and Lifelong Learning (IALL)” ETSIP sub-program against original and revised work-plans and all strategies and policies developed since ETSIP inception and suggest a way forward with clearly defined priorities. The review will focus on the sub-sectoral progress, achievements, gaps and shortcomings against the original and revised targets and indicators identified in the program. In addition, based on the review, the consultant will make proposals for reprogramming with a clear indication of priorities to be followed to achieve the objectives of ETSIP during the remaining two phases, if and where needed.

The consultant will be responsible to provide the following outputs:
1) A draft review report summarizing the findings of items 1-3 under III above. The report will adhere to the format template (provided at the start of the assignment) and will include recommendations for the completion of ETSIP phase 1 and for the appraisal/programming of ETSIP phase 2 for the IALL sub-sector in light of the findings of the review.
2) A 40 minutes power point presentation with the main findings and recommendations emanating from the diagnostic and analytical review of the sub-sector.
3) A final report including comments received from Education Stakeholders at the ETSIP review meeting and suggestions by the team leader.
All deliverables to be supplied as hard copy as well as on CD in MS office format.
