1This Convention entered into force on 23 November 1961. It subsequently entered into force for each State 12 months after the date of deposit of that State’s instrument, except in cases of notifications of succession, where the entry into force occurred on the date on which the State assumed responsibility for conducting its international relations.

2Instrument of ratification deposited by the authorities representing China at UNESCO at the time of the deposit. The Director-General received from the Permanent Delegation of the People’s Republic of China to UNESCO the following communication dated 2 September 1974: “All signatures affixed to the Convention concerning the International Exchange of Publications by the Chiang Kai-shek Clique usurping the name of China are illegal and without force. The Chinese Government does not recognize them and shall in no way be bound by them”. By a communication dated 17 May 1988, the Permanent Delegation of the People’s Republic of China to UNESCO informed the Director-General that the preceding declaration also applied to the Convention concerning the Exchange of Official Publications and Government Documents between States and to the Convention against Discrimination in Education.
