Review of Namibia's Education Act underway
Namibia has commenced the process of reviewing its Education Act (Act 16 of 2001). Consultations are currently being held at both regional and national levels with key stakeholders in various communities. Learners, teachers, parents, schools’ board members, traditional leaders, religious leaders, civil society organizations and other interest groups are all being consulted.
In order to facilitate an extensive consultative process, the Ministry of Education, Arts and Culture (MoEAC) established a Steering Committee constituted from a broad spectrum of key players in the education field spearheading this process. A group of key Regional Focal persons has also been established to facilitate and direct the consultations at regional level.
Meanwhile, the MoEAC continues to consult the Law Reform and other legal entities in order to ensure that the review of the Act adheres to all legal frameworks within the ambit of the Namibian Constitution.
A process of rigorous data collection is already underway with preliminary data already available and initial analysis carried out to improve data collection instruments, a process running concurrently with the consultations. All community members, interest groups and individuals are urged to attend the consultations as their input is crucial in directing the outcome of the final version of the revised Education Act which will guide the provision of accessible, equitable, qualitative and democratic national education service.
UNESCO Windhoek Office and UNICEF are among other stakeholders supporting the review of the Act.
