Education For All On The Way and More Efforts Needed
Supported by the sector-wide approach for equal opportunity and quality education, Cambodia has made continuous improvement toward the goal of education for all. The synthetic technical support to MoEYS is further strengthened thanks to the harmonized cooperation among members of the Education Sector Working Group (ESWG) chaired by UNICEF (previously chaired by UNESCO). Education, e.g. the Early Childhood Care and Development (ECCD), Primary Education, Non-formal Education, and Teacher Education and Training have been seen rapid development in the past three years. |
While the primary school enrolment rate remains at 92.1% in 2007, there was a strong growth attached to lower and upper secondary enrolments between 2002/2003~2006/2007, with the net enrolment rate for the lower secondary increasing from less than 20% to 33.7% while for the upper secondary from 7 % to 12.5%. The overall literacy rate for aged between 15 and 24 has increased from 73.6% in 2004 to 84.7% in 2006. However, there are still over 15% youths between 15 and 24 are illiterate. Great commitment will also be urgently needed if the Education For All (EFA) goals for literacy for 15-24 year olds are to be met.
Improving access and quality continues to be a major priority of the MoEYS and the donor community. In particular, stronger efforts are needed for the development of primary and lower secondary schools in rural and remote regions. As a means to improve quality, the MoEYS has developed priority plans to address issues of quality especially through increasing teacher efficiency and remuneration so that it can reasonably expect higher performance from staff in classrooms. In addition, more endeavors have been made to literacy classes and non-formal education section including the buildup of children friendly floating schools, Community Learning Centers as well as the literacy classes.
The Royal Government of Cambodia has also increased the education sector share of the national budget from 18.3% in 2002 to 19.2% by 2006. To maintain the trend, one of the efforts made is the Public Financial Management reform.

| World Day Against Child Labour - (UNESCO Phnom Penh)

| HIV/AIDS Media Guide Cambodia has recently been recognized by national and international agencies as one of the few countries in the world to successfully control the HIV epidemic among the general population. The most recent prevalence data available shows a reduction in HIV prevalence to 0.9% in 2006 along with an increase in consistent condom use among the sentinel group to over 90%. However, there still more works to be done. An emerging of concentrated epidemic in certain populations, notably sex workers and their clients, injecting drug users and men who have sex with men with a significant increase of HIV prevalence among these groups. Condom use is disturbingly low among people in “sweetheart” relationships. And more people are taking drugs. At this juncture, the risk of an epidemic crossing back into the general population is very real. More |
