Support of the Education for All (EFA) Programme through the Financing of Professionals, Administrative Personnel and approved Short-Term Consultancies

Since 2003, USAID has been providing financial support, in the form of a grant, to UNESCO’s education sector.

Purpose of the grant
The purpose of this Grant is to support the Education for All Programme through the financing of professionals and administrative personnel at UNESCO as well as USAID-approved short-term consultancies.

Education for All
In April 2000 more than 1,100 participants from 164 countries gathered in Dakar, Senegal, for the World Education Forum. Ranging from teachers to prime ministers, academics to policymakers, non-governmental bodies to the heads of major international organizations, they adopted the 2000-word: Dakar Framework for Action, Education for All: Meeting Our Collective Commitments, which is a framework set for achieving various educational goals originated from the concept of Education as a basic human right.

Within this framework, UNESCO has the mandate to mobilize and coordinate all the concerned partners into a coherent and effective force that will launch, in the beneficiary countries, holistic program actions aimed at an incremental progression towards that goal. UNESCO is therefore committing a major effort to the Dakar follow-up initiative consisting of: (a) substantive program actions at the national level; and (b) coordinating mechanisms at the global, regional and sub-regional levels.

USAID’s support
To strengthen UNESCO’s implementation capacities, USAID supports UNESCO’s Education Sector in Paris, namely its Education For All program by Funding individuals in the following professional areas:

  • National EFA policy, planning, strategy
  • EFA in countries in crisis
  • Teacher training
  • HIV and AIDS
  • Text-book revision
The 5 professional posts and the support personnel post are located in UNESCO’s Education Sector in Paris and were open to American citizens only.
