Italy is the largest donor to UNESCO in terms of voluntary contributions: in 2007 only, over US$ 56 million were granted in favor of UNESCO for institutional support and programme implementation

The Italian Ministry of Foreign Affairs and UNESCO met in Paris on 23 and 24 July 2008 to review the ongoing cooperation as well as to launch major initiatives through extrabudgetary funding.

UNESCO is currently implementing over 35 large scale projects in all its field of competence funded by the Italian Ministry of Foreign Affairs. These projects range from large scale support to Afghanistan radio and television educational service and production, to promoting dialogue for peaceful and sustainable management of shared water resources in the Jordan River Basin. Italy continues to be one of UNESCO major partners for the protection of cultural and natural heritage: the contribution to projects in favor of the safeguarding of the Aksum WH site (Ethiopia), the Old City of Jerusalem, My Son World Heritage (Vietnam), Angkor Wat Temple (Cambodia), the minarets of Jam and Herat (Afghanistan) as well as of the Emergency Action Plan for Garamba National Park (Democratic Republic of the Congo), only to name a few, is crucial. In the framework of Education for All, Italy has been continuing a longstanding support to UNESCO’s literacy programmes, notably in post-conflict countries like Angola, Liberia and Sierra Leone, to teacher training in Burundi and RDC, in quality basic education and human rights education.

During the annual meeting, UNESCO and Italy have jointly identified 14 new initiatives to be funded with the very large contributions recently granted to UNESCO. These projects are all included in the “additional programme of targeted/projected extrabudgetary activities”, the new programming and fund mobilization tool launched by UNESCO in March 2008. The programmes, for which UNESCO added value was clearly identified, were selected for their strategic relevance with respect to Italy multilateral cooperation. They intend to reinforce UNESCO’s capacity to respond to global challenges in its fields of competence.

In education, initiatives to promote Education for all in African countries were selected, to be implemented in close link with the Fast Track Initiative and focusing on a systemic approach to quality education.

As far as Sciences is concerned, the two UNESCO institutes ICTP and TWAS over US$ 5 were granted to four projects handled by ICTP and TWAS on capacity building and environmental training, also in the field of geomining.

In Culture, in addition to additional voluntary contributions to the World Heritage Fund and the Fund for the Safeguarding of the Intangible Cultural Heritage, new projects were selected in favor of earthen architecture in Africa, implementation of the 2003 convention in the Caribbean and of the training on the fight against illicit traffic of cultural objects.

Finally, Italy for the first time granted two contributions to the reinforcement of the scientific research systems in the field of natural and social sciences, and to the International Programme for the Development of Communication (IPDC).
