The Capacity building for EFA Programme (Education for All )

Since the beginning of 2003 Norway, Sweden, Denmark and Finland have provided some USD 5 million per year to the above programme implemented within a special account modality.

A Memorandum of understanding was signed on 20 October 2003 between UNESCO and the five Nordic Donors: Norway, Sweden, Denmark, Finland and Iceland on the support to UNESCO’s activities in the field of Education for All (EFA) through the capacity building for EFA programme.

The Programme aims to provide technical assistance and institutional capacity-building to Member States in sector-wide educational planning (SWAP); and national capacity-building for development of sub-sector plans in literacy and teacher training, in line with LIFE and TTISSA, with mainstreamed gender, ESD and HIV/AIDS components.

The programme is thus concentrating on a limited number of selected country proposals. It is dedicated exclusively to up-stream activities and only allows downstream activities to the extent that they are entirely justified.

Geographical focus of the programme:
All activities are elaborated based on country demands, the activities are entirely decentralised. Africa and Least Developed Countries (LDCs) are the programme’s priority. Activities are implemented within a two years timeframe.

Eleven country projects have been selected for the biennium 2006-2007 to be implemented in the following countries: Senegal, Angola, Guinea, Niger, Sierra Leone, United Republic of Tanzania, Bangladesh, Viet Nam, Pakistan, Morocco and Egypt.


Below are examples of specific activities implemented within the Programme during 2005:

Educational reconstruction of Afghanistan
Friendly schools for unpriviliged children in Egypt and Yemen
"Diagnostic Teaching" in the United Republic of Tanzania
Non-formal Education in Bhutan, Bangladesh, Cambodia, Lao PDR, Nepal, Pakistan, Timor Leste, and Viet Nam
