HIV and AIDS

HIV and AIDS planning workshop for West and Central Africa

Following a workshop on planning for EDUCAIDS which was organised in Johannesburg in December 2009 for UNESCO staff in East and Southern Africa, the UNESCO Regional Bureau for Education in Africa (BREDA) along with the Section on HIV and AIDS at UNESCO HQ organised a similar workshop in French for HIV/AIDS focal points from UNESCO Field Offices in West and Central Africa.

The workshop took place on 23-26 March at BREDA in Dakar.

The workshop objectives were to:

  • Strengthen capacities in planning and monitoring and evaluation (M&E;) for EDUCAIDS

  • Harmonise and improve planning for EDUCAIDS activities in the region

  • Refine draft planning and M&E; tools developed by the EDUCAIDS team at HQ


  • Participants were presented with a brief situation analysis to plan for education and HIV, a broad overview of all the projects and programmes that will be implemented in the 2010-2011 biennium in regard to education and HIV/AIDS, an overview of the concepts of strategic planning, operational planning and M&E; and an analysis of current methods of planning for EDUCAIDS in the region. In addition, the workshop presented participants with new planning tools, including a draft Global Strategic Plan for Promoting and Supporting EDUCAIDS Implementation and a draft M&E; Framework for EDUCAIDS. The interactive methodology provided participants with the opportunity to comment on the tools in order to improve them and adapt them to the regional context.

    Feedback on the workshop was positive, as all participants said that it strengthened their capacity for strategic and operational planning as well as their understanding of M&E; related to EDUCAIDS. The draft Global Strategic Plan for Promoting and Supporting EDUCAIDS Implementation was seen by the vast majority of participants as an important tool for planning, permitting revision of current plans at country level. In addition, all participants said that they would share what they learned during the workshop with UN partners at country level, and that it would be an opportunity to advocate for EDUCAIDS as a joint initiative of all UNAIDS co-sponsors.

    The feedback given by the participants at both planning workshops is informing the finalisation of the EDUCAIDS planning tools. The M&E; Framework will be pilot tested in the region, and additional tools will be developed and shared in order to enhance EDUCAIDS implementation.
