The publication is aimed at national decision-makers and diverse actors of civil society as a conceptual, methodological and practical tool in formulating, implementing and evaluating a viable national youth policy in active partnership with young people.

The publication features examples drawn from all regions of the world and particularly highlights UNESCO's approach and best practices.
