In December 1994, the Programme for Relations with Parliamentarians was created to strengthen, through the National Commissions, UNESCO's links with members of national, regional and international parliamentary bodies.

As the representative of civil society, they are an essential link to all peoples. International action is facilitated by their participation. Parliaments serve as guardians of democracy and stability and defenders of the values espoused by the United Nations and specialised agencies.
