Members of the External Evaluation Team
The evaluation team is composed of the following individuals:

  • Elliot Stern (Team Leader)


    A founding Academician of the UK Academy of Social Sciences and a past President of both the European and UK Evaluation Societies. Professor of Evaluation Research at Lancaster University UK and editor of the Journal Evaluation: the international journal of theory research and practice. Elliot Stern has had extensive experience in international large-scale evaluations for the European Commission, the CGIAR and the World Bank. Recent assignments include: Team Leader of the team designing the evaluation of the outcomes and impact of the Paris Declaration on aid and development effectiveness, a project now being implemented in some 22 developing countries and in 10 donor countries; leading the team that evaluated the effects of CGIAR training on capacity-building in developing countries in Asia, Latin America and Sub-Saharan Africa.


    Osvaldo Feinstein


    Professor at the Madrid Complutense University’s Master in Evaluation and consultant with UNDP, IFAD and the World Bank. Published several articles and books and worked in 34 Latin American and Caribbean countries.


    Burt Perrin


    Long career as evaluator in the Canadian government and as an independent consultant. Has a wide international client-list and experience in managing and delivering evaluations. Recent assignments have included work for IFAD and ILO-IPEC.


    Zhaoying Chen


    Director of the Chinese National Centre for Science and Technology Evaluation. Has been involved in many important policy/program evaluations in China since 1994. Chief drafter of China’s science and technology evaluation standards.


    Nefissa Naguib


    Anthropologist and social scientist specializing in the following areas: development research; movement of people and goods; aesthetics and religion; gender and women’s health; political and social processes regarding water.


    Tara Sharma


    Expert in evaluation, gender and equity, education and health. 20 years experience in managing programmes independently and working with NGOs and communities, with gender perspective. Strong civil society links and experience.


    Barbara Befani


    PhD in Socio-Economic and Statistical Studies. Professional experiences include the coordination of the self-evaluation of an FAO programme, the study of a methodology for the collection and validation of good practices in rural development.


    Oumoul Khayri Ba Tall


    More than 20 years professional experience in auditing, accounting, organizational development, microenterprise, microfinance, community-based and development issues. Worked on evaluations with field missions for UNICEF, UNCDF and UNDP.


    Stein-Erik Kruse


    Social scientist and current partner in Nordic Consulting Group. Experience from a broad range of policy and programme evaluations in education and health. Been involved in strategic and organizational reviews of several UN agencies and global partnerships.


    Kim Forss


    PhD from the Stockholm School of Economics, specialized in evaluation research. Has worked as an independent evaluation consultant for the past 25 years. Conducted close to 80 evaluations of projects, programmes, policies and organizations.
