THE ORGANIZATION

A first step in this direction is to help them to prepare legislation and appropriate enactment policies, and encourage them to adhere to the various international conventions on the protection of copyright and neighbouring rights.

UNESCO’s action in the field of creativity and copyright is based on Article 27.2 of the Universal Declaration of Human Rights adopted by the United Nations and on UNESCO’s Constitution, which has the stated aim of "assuring the conservation and protection of the world’s inheritance of books [and] works of art … and recommending to the nations concerned the necessary international conventions".

UNESCO furthers the implementation of the UNESCO Recommendation concerning the Status of the Artist (1980) by mobilizing creative efforts to enrich culture and promoting international treaties on the protection of copyright and neighbouring rights. In this context the support of governments, legislators and interested circles has to be enlisted to promote creation while at the same time protecting authors and performers against the unauthorized exploitation of their creative output and ensuring that they receive their fair share of the proceeds of their work.
