The Latin American Laboratory for Assessment of the Quality of Education was created on November 10, 1994, in Mexico City, as a network of national education quality assessment units across Latin America and the Caribbean. More

Third Regional Comparative and Explanatory Study (SERCE)
Implemented in 2006
TERCE is a large scale study of learning achievement, which was implemented in 2013. In total  15 countries took part (Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru and Uruguay), as well  as the Mexican state of Nuevo Leon (Mexico).

This study assesses the performance of pupils in third and sixth grades primary school in Mathematics, Reading and Writing (Language), plus Natural Sciences in the case of sixth grade. Its main goal is to provide information for the discussion on education quality in the Region.  It also aims to orient decision making in educational public policies.  In order to achieve this objective the study involves the application not only of tests to measure learning achievements, but also of context questionnaires, to gain understanding of the context and of the circumstances in which learning occurs inside the areas being assessed. Second Regional Comparative and Explanatory Study (SERCE)
Implemented in 2006
SERCE assessed learning achievement among 100,752 third grade students and 95,288 sixth graders, across 16 countries and the Mexican State of Nuevo León; questions addressed skills in mathematics, reading, writing and natural sciences. Its completion made SERCE the largest learning achievement study ever implemented in Latin America and the Caribbean. The study also investigated factors in the school and in society at large that are associated with students’ learning achievement, which may explain the differences observed. First Regional Comparative and Explanatory Study (PERCE)
Implemented in 1997
This study, implemented by the Latin American Laboratory for Assessment of the Quality of Education (LLECE) in 1997, obtained the first comparable data on learning achievement in the areas addressed among schoolchildren in Latin America and the Caribbean. This joint effort reflected one of the continent’s most significant political achievements in the field of education, with the creation of an agreement between 13 countries.
