UNESCO’s Culture Programme focuses on supporting Viet Nam to implement the four UNESCO conventions the country has ratified:

  1. The Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property (1970)
  2. The Convention concerning the Protection of the World Cultural and Natural Heritage (1972)
  3. The Convention for the Safeguarding of the Intangible Cultural Heritage (2003)
  4. The Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005)

These conventions provide a structure which should inform Viet Nam’s policies and trigger the development of cultural infrastructure, institutions and operational tools that are relevant to the specific economic and socio-cultural context of the country.

The work of UNESCO Viet Nam in the area of Culture focuses on the protection of heritage while making sure that its values are sustainably used for socio-economic development through tourism and cultural industries. With the country’s great range of cultural and natural heritage, many of which have been inscribed in UNESCO recognized lists, the government faces a large amount of work in the area of heritage conservation and promotion. UNESCO Viet Nam provides the government with policy advice, technical expertise, methodologies and best practices for conservation and safeguarding of heritage, planning of tourism management and development of handicraft products inspired by local cultures. UNESCO Viet Nam also encourages creative cultural expressions and entrepreneurship, the use of local knowledge and cultural practices and robust local community participation to foster social cohesion and to solve emerging social issues, the likes of environmental degradation and natural resource depletion.
