LegislationThe Constitution of the National Commission dates back to 1947 and was amended in 1994. The relationship between the National Commission and the Ministry of Education is established and maintained through a Memorandum of Understanding, dealing with the operations and the human and financial resourcing of the Commission.

Structure of the CommissionThe National Commission consists of the following bodies:
- The National Commission
- Five Standing Sub-Commissions dealing with: (1) Education; (2) Science; (3) Culture; (4) Communication; and (5) Social Science. Other temporary committees are established on an ad hoc basis when necessary
- The Secretariat, which comprises 3 divisions ( 1) Education, Youth and Human Rights; 2) Culture and Communications; 3) Science and Social Science) and a Communication Consultant.
Members/CompositionComposed of the Chairperson, five specialist members appointed by the Minister for three year terms, eligible for reappointment for up to nine consecutive years.
General AssemblyComposed of the Chairperson, five specialist members appointed by the Minister for three year terms, eligible for reappointment for up to nine consecutive years. The National Commission meets five times a year plus one additional planning day per year.
Committees or Sub-CommitteesThe National Commission has five standing sub-commissions, each chaired by an appropriate member of the National Commission. These are in education, science, culture, communication and social science. Each sub-commission is composed of 10-12 members. There is an Annual Joint Sub-Commissions Meeting.

Interaction with UNESCO and National Commissions
OverviewThe New Zealand National Commission regularly collaborates with the Australia and Thailand National Commissions and maintains sound working relations with the UNESCO Field Offices in Apia, Bangkok and Jakarta. It also helps the Pacific National Commissions to enhance their operational capacities through training in the sub-region. As an example, Ms Austin, former Chair of the National Commission attended as a resource person the Training Seminar for Pacific National Commissions for UNESCO in Apia, Samoa, 14 – 21 June 2007.
