Education is considered a public good and a fundamental human right. It allows us to develop as individuals and makes social progress possible. International right entrusts education with the task of ensuring the full development of human personality, strengthening respect for rights, basic freedoms and cultural identity, as well as promoting understanding, tolerance and friendship among nations and ethnic or religious groups.

Fully exercising the right to education demands having access to quality education that guarantees the learning and personal development of all. This can only be accomplished through education that is relevant and pertinent to people of all cultures, in every context and with different abilities and interests. To achieve this goal, education must be guided by the principles of non discrimination, equal opportunity and inclusion and appreciation of the differences, the cornerstone of fairer and more democratic societies.

The Regional Bureau of Education, along with Latin American and Caribbean member agencies of the Organisation, are striving to keep these concerns alive, through the production of educational material, the implementation of new lines of action, training programmes, research and evaluation initiatives, policy design and advisory services, aimed at improving the quality of learning imparted to girls, boys and adolescents, particularly among the most vulnerable populations.
