Learning about the countries' state of education in the region has become essential in order to promote activities in line with the Framework for Action for Latin America and the Caribbean and the global Education for All (EFA) movement, and its local implementation, the Regional Education Project for Latin America and the Caribbean (PRELAC).

Thus, the Regional Bureau of Education has given high priority to the availability of consistent and relevant information on EFA goals, and PRELAC’s focus areas, as a means of informing the design of policies and actions on the basis of strong evidence. Monitoring analyses, assessment, research studies and systematisation of innovative experiences and programmes, are suitable mechanisms for producing first-hand knowledge on the state of education in the region and generating pertinent data for decision-making in the different education system areas.

In accordance with this objective, OREALC/UNESCO Santiago relies on three specific areas: The Regional Programme for Education Statistics, coordinated jointly with the UNESCO Institute for Statistics (UIS); Quality of Education Assessment; and, Education Innovations.
