  • The Roving Caregivers Programme is part of Early Childhood Care and Education (ECCE) in Jamaica and concentrates on reaching kids who are under three and from the most disadvantaged and rural areas.

Early Childhood Care and Education (ECCE) is a crucial factor in human development, the reduction of inequalities, the prevention of development alterations, and the subsequent academic performance of students. And, it is vital to meeting the objectives of the Education for All programme.

The early development of each child is closely related to the level of human development exhibited by a country. Investing in early childhood care and education programmes represents the ‘natural’ starting point of all human development policies and programmes. The effectiveness of ECCE programmes will be optimised if general development and poverty eradication policies are coupled with health, labour, justice/social welfare policies.

OREALC/UNESCO Santiago is committed to helping countries to develop comprehensive policies aimed at increasing access to ECCE, particularly among vulnerable children, in order to improve the quality of education during this important stage of the child’s life. To further this objective, this Office conducts research on policies and programmes, identifies and disseminates innovative experiences, defines indicators to gauge the state of ECCE in the region, and develops early childhood and family education projects.
