Education has been recognised as a human right and a public and strategic good for all nations. The full exercise of the right to education demands having access to a quality education that guarantees the learning and development of all people, throughout their lives and under any circumstances.

Achieving a substantial and sustainable improvement of the quality of education is a challenge that can only be met through the formulation of financial policies that promote increased investment, equitable allocation of resources, efficiency, and the commitment of the various actors to the definition, follow-up and evaluation of these policies.

OREALC/UNESCO Santiago, with the support and participation of the largest possible number of actors, aspires to incorporate quality without exclusion as the guiding principle of educational management and finance policies.
