The Latin American and Caribbean region is probably one of the most inequitable in the planet. The gap between the richest and the poorest, far from narrowing, is increasingly becoming wider, as it continues to exert a negative influence on every aspect of life, including education.
The main objective of the six goals of the Education for All (EFA) movement, adopted by most countries in the world, is to provide all children, adolescents and adults, barring none, quality basic education that guarantees the necessary skills to participate actively in the various spheres of social life and exercise their rights as citizens.
For its part, the Regional Education Project for Latin America and the Caribbean (PRELAC), adopted by the ministers of education in Havana, Cuba (2002), intends to promote substantial changes in educational policies and practice, through the implementation of five focus areas deemed to have strategic importance in the region for achieving the EFA objectives. This project represents a technical and political forum that promotes dialogue, the collective construction of knowledge and exchange among educational system authorities, teachers, professional educators, and other concerned social stakeholders.
