Captain Hugo Gorziglia, Director of the International Hydrographic Bureau, gave a welcome address on behalf of the President of the Organization, Vice-Admiral Alexandros Maratos. Hugo Gorziglia is an old friend of the IOC. In 90ies he was the Head of the Chilean Delegation at the IOC Governing Bodies Meetings and for two terms the Chair of the IOC Tsunami Committee. It was during his years of the service as the Chair the missions were organized to many tsunami prone areas where there was a potential of the tsunami disaster – Indian Ocean and IOCARIBE. He was the pioneer in bringing the issues of earthquake and tsunami dangers to the schools and even kindergartens.
