"Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control." (Universal Declaration of Human Rights, Paris 1948, art. 25)
 
Safe EnvironmentEnsuring a proper environment, with the provision of clean, safe and accessible drinking water.

Environmental considerations shall be taken into account with a view to ensuring that low-income housing is located in a safe and healthy environment. All people must enjoy housing with access to essential services, materials and facilities. Priority should be given to providing infrastructure (e.g. roads, water and sanitation systems, drainage and lighting) for existing low-income settlements.
