Yoginder K. Alagh, born on February 14, 1939, at Chakwal (India) is currently Member of Parliament, Rajya Sabha, in India. He has been Minister of State (Independent Charge) for Power and Science and Technology, and earlier Planning and Programme Implementation, and Member Planning Commission (in the rank of Minister of State). He is a Member of Scientific Steering Committee of the MOST Programme, UNESCO; a Member of the Council of the United Nations University, Tokyo; he has been Chairman, Bureau of Industrial Costs and Prices, Ministry of Industry and Secretary to the Government of India.

Yoginder K. Alagh holds a Doctoral Degree in Economics from the University of Pennsylvania and Master’s Degree in the same subject from that University, and the University of Rajasthan. He has taught Economics at the University of Rajasthan, Indian Institute of Management, Calcutta, University of Jodhpur, Swarthmore College and the University of Pennsylvania. He has six books and over a hundred articles to his credit published both in India and abroad. He has been Chairman, Agricultural Prices Commission of India, Director Sardar Patel Institute of Economics and Social Research and Chairman of the Economics Group of Indian Institute of Management Calcutta.

He has traveled widely and represented India in a number of high level official delegations and seminars. He is President, Indian Society of Labour Economics and Chairman, Institute of Human Resource Development. He was President, Gujarat Economics Association, Member, Indian Council of Social Science Research, President, Indian Econometric Society, Member of University Senates at Jodhpur, Vallabh Vidyanagar, Ahmedabad and on the governing bodies of the Indian Institute of Management, Calcutta and the Giri Institute of Development Studies, Lucknow. He has been Chairman/Member of a number of official Committees of the State/National level. He has been awarded the VKRV Rao Award in Economics for 1981. Prior to the charge as the Union Minister of State (Independent Charge) for Ministry of Science and Technology and Ministry of Planning and Programme Implementation, he was Vice-Chancellor Jawaharlal Nehru University and Professor, Sardar Patel Institute of Economics and Social research, Ahmedabad, India and was Senior Fellow, World Institute of Development Economic Research, United Nations University, Helsinki. He was the Co-ordinator for South Asia Technology Network of the Commission of European Communities at Brussels. Vice-Chairman State Planning Commission of Gujarat in the rank of Minister and Special Adviser to the Secretary General of UN Conference on Environment and Development, Member of the Governing Body of the International Institute of Labour Studies at Geneva and the Scientific Council of the Association Futuribles, Paris. He is Chairman, Standing Policy Planning Committee of Governing Body of ICAR. He has been Consultant to the Mekong River Commission, Chairman, Expert Group on Cauvery Dispute constituted by the Prime Minister of India and is Chairman, India Water Partnership. He has been Senior Advisor Consultant to FAO, UNFPA, ILO, ESCAP and UNDP and Visiting Professor at the Institut d’Etudes Politiques, Institute of Paris, in 1995.
