National human rights promotion and protection systems
Plan of Action


This Plan of Action has been prepared pursuant to the Secretary-General’s report Strengthening of the United Nations: an agenda for further change (A/57/387) and General Assembly resolution 57/300. Its main goal is to develop the capacity of United Nations humanitarian and development operations, so that they can support the efforts of Member States in establishing and strengthening national human rights promotion and protection systems consistent with international human rights norms and principles. The Plan of Action draws on the experience in human rights work of UN agencies and interagency mechanisms. It has a three-year time frame, from 2004 to 2006.
