UNESCO encourages the creation of an African Research Network on Economic, Social and Cultural Rights
Meeting on Priorities for Research to Advance Economic, Social and Cultural Rights in Africa was held in Addis Ababa, Ethiopia, from 9 to 11 March 2005. It was organized by Addis Ababa University at the initiative of and in cooperation with UNESCO.
The Meeting on Priorities for Research to Advance Economic, Social and Cultural Rights in Africa, organized by Addis Ababa University at the initiative of and in co-operation with UNESCO (Addis-Ababa, 9-11 March 2005) and various regional and sub-regional consultations held in 2004-2005 underlined the need to create ARNESCR. The aim of this network will be to contribute to an enhanced implementation of economic, social and cultural rights in Africa through research and dissemination of its results, as well as to the increased sensitization of decision-makers and civil society as a whole.

Bearing in mind both the principle of non-discrimination and the principles of universality, indivisibility, interdependence and interrelation of all human rights, ARNESCR shall deepen research on the normative content and justiciability of economic, social and cultural rights. Moreover, it shall identify the obstacles to their effective implementation in the region and the problems undermining sustainable development. At the initial stage, it will focus on the right to education, the right to enjoy the benefits of scientific progress and its applications, the right to take part in cultural life, the right to food and the right to health.

The results of research shall be the basis for the elaboration of recommendations directed to decision-makers at the national and regional levels, with a view to the adoption of more consistent human rights-oriented policies.

ARNESCR brings together the academic community – including UNESCO Chairs and research and training centers – National Human Rights Institutions, non-governmental organizations and other interested partners in the Sub-Saharan region and worldwide.
