Joint UNESCO/ISESCO initiative to support the creation of the Arab Research-Policy Network on Economic, Social and Cultural Rights
The UNESCO Rabat Office and the Sector of Social and Human Sciences of UNESCO organized with support of ISESCO the meeting of regional research-policy networks on economic, social and cultural rights which was held in Rabat, Morocco, on 29 and 30 March 2006.

The purpose of the Meeting was to consolidate the existing research networks in Africa and Latin America and to create a similar network for Arab States. Mr Pierre Sané, Assistant Director-General for Social and Human Sciences, opened the meeting and presented the Concept Paper on UNESCO Regional Human Rights Research-Policy Networks. The meeting brought together about 50 participants: key partners of the networks for Central and Western Africa, Eastern and Southern Africa, as well as potential partners from the Arab region (representatives of Governments, National Commissions for UNESCO, National Human Rights Institutions, Universities, UNESCO Chairs and non-governmental organizations).

The participants discussed the concept paper on the research-policy nexus and the role of the research-policy networks. They agreed the networks should bring together all the actors dealing with human rights issues in an effort to jointly prepare recommendations to advance human rights. The additional value of the networks is to strengthen interaction between research, policy-making and advocacy. Research results, prepared in a user-friendly language, should assist to the adoption of legislative and practical measures to improve the situation with economic, social and cultural rights, with a special emphasis on the rights within the competence of UNESCO. The concept paper guided the work of the meeting and was approved at its closing session.

The representatives of the already existing three networks in Central and Western Africa, Eastern and Southern Africa, as well as Latin America, acquainted the participants with the initial steps they have taken and shared their views on the main obstacles and challenges to economic, social and cultural rights in their respective regions. UNESCO Chairs in Human Rights play an important role in the networks in all regions.

The second part of the meeting was dedicated to the elaboration of workplans for each regional network to include the identification of: priority subjects for the region; institutions and partners to participate in the network; institutional arrangements (coordinator and secretariat); fundraising proposals; and practical ways of consolidating the netwroks (means of communication, organization of meetings, etc.).

The two African networks agreed that their activities would concentrate on two large themes linked with good governance and the eradication of poverty.

As the result of the meeting, the Arab Research-Policy Network on Economic, Social and Cultural Rights was created. It selected the subject of "human rights and education" as the priority for the initial phase of its work.
