A meeting of the UNESCO/ISESCO Arab Research-Policy Network on Economic, Social and Cultural Rights (ARADESC) on cultural rights in the Maghreb States and Egypt was held on the 18th and 19th of December 2008, at the Golden Tulip Farah Hotel in Rabat, Morocco. The meeting was organized by the UNESCO Office in Rabat and the International Islamic Organization for Education, Science and Culture (ISESCO), and in partnership with the Observatory for Diversity and Cultural Rights (Freiburg) and the Arab Institute for Human Rights (Tunis).
The purpose of the meeting was to present several studies on cultural rights that were conducted in the region, in order to share the findings and recommendations with all ARADESC members.
The studies, covering the Maghreb countries and Egypt, aim to offer an assessment of the situation and research in this area and to conduct an analysis on the conceptual approach of the six countries with regard to the cultural rights. In addition, an evaluation of the implementation of laws, policies and practices was foreseen, highlighting the most important issues for the region, as well as the impediments for the realization of these rights and good practices.
These studies are also accompanied by the Cultural Rights’ Contrasted Observation Grid, developed by the Observatory for Diversity and Cultural Rights. The grid is a tool to analyze the divergence between the norm and its implementation, to highlight the significant cases, but also to observe the different degrees of seriousness of the violations of cultural rights.
The meeting was attended by experts in cultural rights (United Nations Committee on Economic, Social and Cultural Rights, High Commissioner for Human Rights, Observatory for Diversity and Cultural rights, etc.), along with ARADESC members representing National Human Rights Institutions, NGOs, UNESCO Chairs, Universities and Research Centers in the Arab region.
