Hugo Chávez Frías

2005 Laureate of the UNESCO José Marti International Prize

His Excellency Mr. Hugo Chávez Frías – born 28 of July 1954 in Sabaneta, State of Barinas, Venezuela – is since 1999 the Constitutional President of the Bolivarian Republic of Venezuela and the Chief Commander of the National Army; also being doctor honoris causa of eight universities throughout the world. Throughout the last years, as Head of the State, His Excellency Mr. Hugo Chávez Frías distinguished himself by his actions in favor of Latin American and Caribbean integration and the preservation of their identity, cultural traditions and historical values. Similarly he promoted the fight against poverty and social exclusion in Venezuela through programmes for universal access to medical assistance and to higher education, as well as through literacy campaigns and campaigns for the defense of the rights of ethnic minorities. After a Bachelor of Military Arts and Sciences at the Military Academy of Venezuela and a Master’s Degree of Political Science at the Simon Bolivar University, His Excellency Mr. Hugo Chávez Frías completed a brilliant military career, leading to political militancy inspired by the thoughts of the liberator Simon Bolivar (1783-1830). After winning the presidential election on 6 of December 1998, he led the constitutional process which produced the Bolivarian Republic of Venezuela thanks to the referendum for the adoption of the new carta magna which took place on the 15th November 1999. Since then the President and Head of State appeared as one of the most active supporters of the regional integration of Latin American countries, achieving such important successes as the “Caracas Energy Agreement” in October 2000; the claim of human rights in their economic, social and cultural dimensions within the Organization of American States; the launch of TeleSUR, the first Latin-American TV channel; the entry of Venezuela in MERCOSUR in 2006; as well as numerous other projects that deepen South-South cooperation in the region. Thus, thanks to his prolific personal trajectory, His Excellency Mr. Hugo Chávez Frías reaffirmed with his actions and with his voice the vocation of sovereignty and liberator fight contained in the ideas of Marti, making himself a fair recipient of the 2005 UNESCO José Marti International Prize.
