Par des actions dans tous ses domaines de compétence, l’UNESCO vise à contribuer à la création d'une culture universelle des droits humains. Toutefois, l'accent est mis sur les domaines où l'Organisation a un avantage comparatif évident, de l’expérience et de l'expertise, en tirant parti de ses fonctions de laboratoire d'idées, d'organisme normatif et de centre d'échange d’informations.
