OPEN FRAME Call for Productions

The International Festival & Forum on Public Service Broadcasting. New Delhi, India, 15-21 September 2006.
Organized by The Public Service Broadcasting Trust. In partnership with UNESCO. With the support of The Prasar Bharati Corporation.
UNESCO and the Public Service Broadcasting Trust of India are pleased to invite Asian/Pacific/African/Latin American/Caribbean television directors and filmmakers to take part in
The International Festival & Forum
on Public Service Broadcasting
and Cultural Diversity

to be held in New Delhi, India in September 2006

The forum will screen challenging productions from Asia and the rest of the world, while stimulating reflection on local content production and public service broadcasting issues.

These TY productions have been selected among more than 100 films from audio-visual directors and filmmakers from more than 50 countries by an independent, professional jury. They were submitted to UNESCO and the Public Service Broadcasting Trust (PSBT) of India further to a call for proposals earlier this summer

The following films were selected:

1. Almita del Che (Soul of Che), Martin Salas Terin, Bolivia, 30 minutes

2. Eyes Wide Open, Kaushik G. Ray, India, 40 minutes

3. I Had Something To Say, Fauzia Khan, Bangladesh, 40 minutes

4. Angola Saudades De Quem Te Ama (From The One Who Loves You), Richard Pakleppa, Angola/South Africa, 65 minutes

5. Bullshit, Pea Holmquist & Suzanne Khardalian, Sweden, 73 minutes

6. El Cuerno Emplumado (The Plumed Horn), Anne Mette Nielson & Nicolenka Beltrain, Mexico, 54 minutes

7. A National Bomb, Vagif Mustafaev, Russia, 99 minutes

8. Roses for Signora Raisa, Natalya Ivanova, Russia, 40 minutes
9. Sisai, David Gavro, Israel, 57 minutes

10. White Walls, Meital Abekassis, Israel, 50 minutes

11. Mirada de Condor (View of the Condor), Cecilia Posada, Spain/Colombia, 54 minutes

12. Laji’oun Mada Al – Hayat (Refugees for Life), Hady Zaccak, UAE/Lebanon, 48 minutes

13. Revisiting Public Service Television (A series of 7 fiction films and documentaries) UNESCO

14. Frida Maestra, El Arte al Encuentro de la Vida (Frida Maestra – When Art meets Life), Luisa Riley, Mexico, 52 minutes

15. Welcome 2 My Deaf World, Helen Gaynor, Australia, 52 minutes

16. Rockin’ the Himalayan Kingdom, Dorji Wangchuk, Bhutan, 50 minutes

Participation conditions have been directly communicated to selected filmmakers. UNESCO and PSBT thank all filmmakers having submitted their productions for this initiative, held annually since 2002 and aiming at promoting the expression of cultural and linguistic diversity through the audiovisual language, by stimulating the showcasing and distribution of diversified media content from all regions of the world.

The submitted films are also being considered for UNESCO’s Audiovisual E-platform, an on-line catalogue and exchange mechanism for outstanding productions from all over the world. The final selection for the E-platform will be announced separately at a later stage.


Initiatives associated with the Open Frame Festival

1. PSBT Travelling Festivals/Open Frame prime time on Doordashan:
The Public Service Broadcasting Trust is a non-for-profit initiative that represents the coming together of energies to shape the contours of Public Broadcasting in India in a manner that values the public nature of the media in society. PSBT, in partnership with Prasar Bharati Corporation (the national Broadcaster in India), commissions independent filmmakers to produce quality documentaries and public service programmes on its hour-long prime time slot each week, with a potential reach of about 100 million television homes.
If selected for the Forum and upon your agreement (please see relevant question on registration form and tick as appropriate) PSBT may include your film in its travelling festival of films and air this as part of its screening programme on national public television in India, The Open Frame, on a non commercial basis.


2. UNESCO’s Audio-visual E-platform:
If selected, and upon your agreement (please see relevant question on registration form), your production may be invited to join UNESCO’s Audio-visual e-platform (http://creativecontent.unesco.org), a highly secured, restricted to professional use, on-line platform showcasing innovative productions from more than 80 countries. UNESCO will then create your own catalogue on the e-platform allowing you to promote your work at local, regional and international levels. At the same time, UNESCO promotes the platform at the international level with broadcasters, festival organizers, educational institutions and other partners.
