Surch-Amidarya Learning for Life: Non-formal Basic Distance Education in Mongolia
October 2003 - In answer to the deterioration of parts of Mongolia’s formal education system in the early 1990s, the UNESCO Distance Education project was designed to assist families in ensuring basic education.
Based on the success of the 1992 Gobi Women’s project, the follow-up project “Learning for Life, Mongolia” was designed at national scale. It consisted of two main components: the Youth Business Programme and the Family Learning Programme, aimed at improving the education level in urban and rural environment.
The evaluation was conducted 18 months after the end of the programme in close collaboration with the Mongolian National Centre for Non-Formal and Distance Education, external and internal consultants to the project and representatives from the former project team. The primary objective of this evaluation was to establish the programme’s impact on the beneficiary population with special emphasis on the basic and new skills and learning processes acquired. The impact of these skills on the quality of life and on employment, as well as on the government’s education policies and capacity of local institutions has also been examined. The evaluation covered the relevance, effectiveness, sustainability and replicability of the project.
