Comment les basques vivent-ils leur identité à une époque d’internationalisation des échanges où les échelles de distance et de temps évoluent ?

A l'initiative de l'Institut culturel basque l’exposition multimédia "Batekmila - Les mondes basques" invite le visiteur à découvrir et à interroger les pratiques et les vécus d’une langue - l’euskara - et d’une culture millénaires. De nombreux procédés technologiques et interactifs proposent une vision moderne et unique de ces "mondes basques". Un kaléidoscope composé de regards croisés d’artistes contemporains, de photographes, d'écrivains, de musiciens, de réalisateurs…

Cette exposition, qui s'inscrit dans une démarche de dialogue interculturel, propose une évocation actuelle et multilingue (en basque, français, espagnol et anglais) des mondes basques d’Euskal Herria (Pays basque) et de sa diaspora à travers le monde. Une fenêtre ouverte sur des identités que relie un patrimoine culturel et linguistique commun.

Tous les contenus multimédias de l'exposition seront consultables en ligne au printemps 2009.

Summary of the activities
For those who didn’t know, Vojvodina is a northern province of Serbia where more than 27 different nationalities live in traditional harmony between them (in most of cases, with exceptions). There are five official languages spoken here.

To begin with, ten different folk tales, one for each nationality, and ten different directors of different ageaffinity-vision and working technique, should make ten episodes based on the written proposal.

Our goal is to make something that will last. The folk tales and legends are imperishable, because they emerged and stayed present in the conscious of each of us. We hope that this series will be popular among all ages, classes, groups and ethnic groups even after fifty years. Each episode is made in the mother tongue of the specific ethnic group, and they are always translated into Serbian or English (for external diffusion).

The suggested project will bind some very important factors of culture in Vojvodina and neighboring countries. For the first time in closer or even further history of this region, representatives of all nations living here will be gathered around one, mutual project. Moreover, local institutions concerned with heritage, protection and production of cultural-artistic programme of international importance will work in unison; and that, according to the information available to us, happens rarely.

Résumé de l'action

À l'occasion de la journée internationale de la langue maternelle, cette conférence bilingue (FR/EN) a donné un aperçu de la problématique de la langue maternelle et de ses conséquences pratiques dans divers domaines tels que l'apprentissage des langues et l'emploi des langues dans le monde du travail.

Les orateurs étaient Laurence Mettewie, qui a participé à l'étude de Rudi Janssens sur l'emploi des langues à Bruxelles, et son collègue Luk van Mensel.

Ils ont remis en question la notion de langue maternelle et ont analysé la politique de l'Union européenne en matière de langues, à l'aide d'exemples concrets. Ils ont notamment abordé les attitudes linguistiques en tant que frein ou moteur d'apprentissage dans les environnements bilingues ainsi que le multilinguisme comme obstacle ou atout pour les entreprises.

Projects "On Asia": Multicultural and Multilingual Website for Asian Writings

Summary of the activities
In 2007, three institutions in the Republic of Korea - the Asia Culture Network, the Daum Foundation, and the Korean National Commission for UNESCO, cooperated to launch a multicultural and multilingual website On Asia. The works of Asian writers in the fields of literature, arts, and social issues, the main source of which is a quarterly print magazine Asia, are published on this website.

The site is comprised of both a separate webzine for the published literary works of Asian writers and a venue for more casual writings including those by amateurs. Mindful of the promotion of linguistic diversity online, On Asia presents the works in their original script, along with their Korean and English translations. Efforts are underway to publish more original texts in order to have a wide range of languages represented.

On Asia is geared towards providing a forum for the expression of Asian thoughts by Asian people, as well as harnessing ICTs to eliminate barriers against communication and fostering cultural and linguistic diversity in cyberspace. This goal is mindful of UNESCO's Convention on the Protection and Promotion of the Diversity of Cultural Expression (2005) and the Recommendation on the Promotion and Use of Multilingualism and Universal Access to Cyberspace (2003).

Summary of the activities
Journal "Oralidad" by UNESCO Regional Office for Culture in Latin America and the Caribbean is published since 1988 with 15 printed editions devoted to foster recognition and enhancement of the oral tradition and multicultural expressions including partial translations to allow a better approach to new readers.

"Oralidad" is read by academicians, linguists, anthropologists, students, researchers, cultural entities, communities and bearers of the oral tradition and intangible heritage, increasing their role as readers and contributors. Strengthening the project to target new readers, a network of voluntary contributors has increased outreach after the whole collection is digitally accessible and disseminated also via The Cultural Portal of Latin America and The Caribbean.

With the proclamation of Master Pieces of the World Oral and intangible Heritage and the entry into force of convention 2003 for the safeguarding of Intangible Cultural Heritage, the network of Readers, contributors and interested persons from the region and other areas have expanded contacting "Oralidad" by email.

Résumé de l'action
Notre association organise au Mont-Cenis (lieu mythique et symbolique par référence, à mi chemin entre Paris et Rome, situé au coeur de l'arc alpin) une rencontre d'auteurs français et italiens écrivant dans leur langue mère, mais également des auteurs écrivant en occitan, franco-provençal ou autres patois régional.

Nous espérons pouvoir sensibiliser nos auteurs, le public et les autorités compétentes sur l'absolue nécessité de sauvegarder et de redynamiser les langues minoritaires.

Un exemple: le français, qui est une langue minoritaire dans les hautes vallées alpines italiennes du Piémont où il a été la langue officielle pendant des siècles. La proximité de la France et le passé historique de ces vallées veulent que le français reprenne sa place dans les écoles primaires. Cela fait partie des actions en cours.

Summary of the activities
The aim of this study is to investigate the features of the contemporary Hawrami. This is upsetting that no single study in the recent years has focused on this language and to many linguists even the name comes as an extraterrestrial gobbledegook difficult or impossible to decipher. This problem was witnessed when the first collaborative work of ours was sent to many internationally prestigious linguistic journals and none them found a single reviewer to referee the article.

The following activities will be conducted:
- The historical grounds of the language
- The past and on going linguistic policies concerned
- Studying the grammar of Hawrami, e.g. the tenses, passive and active forms
- Studying the phonology and morphology of the language
- How is Hawrami different from Sorani Kurdish and what makes some people think it is not Kurdish
- Different colloquial forms of Hawrami in different areas
- Application of the Wave Theory to the spread of this language

Projects Anubad - A Translation Project

Summary of the activities
In November, 2007 the Indo Bangla Cultural Initiative (IBCI), with the Independent University, Bangladesh as an academic partner, organized an ‘India Bangladesh Festival of Books and Writers’ in Dhaka with the support of the High Commission of India, Dhaka. Participants included authors, translators, publishers and academics from both the countries.

As a continuation of the dialogue which was started during this festival, the Indo Bangla Cultural Initiative plans to initiate an Indo Bangla Translation Project with the aim of translating Bangladeshi writings into English and regional writings of India into Bangla.

As per the Dhaka Declaration, signed by participants of the above ‘India Bangladesh Festival of Books and Writers’, both Indian and Bangladeshi publishers had expressed their intent to publish such translations.

The Department of English of the Brac University in Dhaka will be partnering the Indo Bangla Cultural Initiative for the ‘Translation Project’ by providing office space and office equipment for the duration of the project.

Several publishers in India and in Bangladesh have made positive overtures to this project, thus ensuring publication of translations made through ‘Anubad’.

Résumé de l'action
Cette activité vise à contribuer à la promotion de la diversité linguistique. Il s'agit de réaliser des études sur la diversité culturelle et le dialogue interculturel en vue de produire des outils didactiques de sensibilisation en français et en arabe.

Le Bureau de l’UNESCO à Rabat procède également à la mobilisation des écoles associées et clubs et chaires UNESCO pour la sensibilisation au dialogue interculturel et aux valeurs universelles.

Projects ARGuing for Multilingual Motivation in Web 2.0.

Summary of the activities
ARGuing is a first globally in using an Alternate reality game to motivate multilingualism in secondary students across European schools. The project is funded by the EU.

ARGuiing is a cutting edge project that addresses two fundamental needs in European education in a totally innovative manner. Firstly, how to bridge the widening technological gap between educators and their students and secondly, how to motivate students to understand the benefits of learning languages at a level that impacts on their existing personal lives.

The project will construct a special type of puzzle game called an Alternate Reality Game (ARG) that utilises digital technology as a communication tool for international, multilingual, peer student communities that have to solve the puzzle by working as a massively, multiplayer, collaborative group, in multiple languages.

The project will result in teacher training courses in the use of ARGs and Web 2.0 in education.

Summary of the activities
The Autonomous Language Learning (ALL) project, funded by the European Union, is building Blended Learning language courses in four European languages (Turkish, Romanian, Bulgarian and Lithuanian).

These courses are designed for students who have had an initial introduction in one of the languages and who wish to progress from a basic survival level to a higher competency (A2 of the Common European Framework). The project results are for Language schools and Colleges.

The project has been conceived and funded as part of the European Union Socrates Lingua programme that concerns motivating the learning of all European languages, and the less widely used languages in particular. With a vision to promote plurilingualism and appreciation of the diversity of languages in the European Union and beyond.

This book includes 220 titles among Djalal Aldin Rumi Molana's best works on the occasion of the 800 anniversary of this great Middle East Philosopher and poet. Each piece contains 7 verses and focuses on a specific social and/or ethic theme. "The Call of the Love" was published last week in 300 copies for the first time in Germany.

We are pretty sure that this research will help all readers interested in the wonderful heritage of the Middle East literature and especially the speakers of the Farsi 7 Persian Language to discover this phenomenal philosopher and poet once again through a totally new point of view. Since Rumi's message is universal, it invites all people to come together regardless of their religion, nationality or political interests to build a better world.

Today in a time of global conflicts even after 800 years, Rumi's message is more important than ever!

Résumé de l'activité
Consacré spécialement au patrimoine du Maghreb, le CD Rom Tome II de Majaliss permettra aux pays de la sous-région de faciliter à leurs citoyens l'accès aux contenus appartenant au domaine public à travers le recours aux technologies de l'information et de la communication (TIC).

Il a pour objectif d'assurer la préservation et la diffusion du patrimoine littéraire Maghrébin en langue arabe. Il contient environ 50 oeuvres soit 80000 pages en format texte repartis sur 4 thématiques et 18 sous-thématiques, ainsi que des extraits sonores d'une dizaine d'oeuvres destinés aux non-voyants et malvoyants arabophones.

Le Bureau de l'UNESCO à Rabat et l'ISESCO contribuent au renforcement de l'identité maghrébine par la dissémination des contenus de la bibliothèque numérique dans les cinq pays du Maghreb. La collection de CD-ROM ainsi que le site web sont le fruit d’une étroite coopération entre spécialistes en littérature arabe et associations de jeunes s’intéressant à l’application des TIC dans le domaine du patrimoine.

Un Tome III est en cours de réalisation, il se focalisera principalement sur l'aspect pédagogique de cette collection avec des oeuvres en format texte et des exercices pédagogiques destinés aux élèves des trois niveaux de l’enseignement fondamental.

Summary of the activities
The predecessor of "Chadic Newsletter Online" was "Chadic Newsletter", a publication that has a long tradition. After appearing in printed form for more than 30 years, for a few years it was continued electronically, in form of a website which was updated from time to time.

In the meantime, new technologies have been developed. In the past few years, weblogs have become a very popular way of online publishing. Writing a weblog entry is very simple — nearly as simple as writing an email message — and it is an excellent way of sharing information quickly.

Therefore, starting 2007, Chadic Newsletter will be published in the form of a weblog, which will carry the name "Chadic Newsletter Online".

Summary of the activities
Young students, in their first year of language learning, can enjoy creative writing in their mother tongue. They then pass on their story to other schools, within a chain, for completion.

All five schools in a chain, have a different mother tongue but within the same European language family, generally from 5 countries. For example, Romance languages, French, Italian, Portuguese, Romanian and Spanish.

The children will create part of a story, decode and comprehend the main ideas of a previous part of the same story from the other schools in the chain. The stories are based on an open template.

The project will act to motivate students to understand how easily they can understand other languages and the advantages of being able to communicate with their peers in other European countries. The project allows an unlimited number of schools to join the project, when it is ready. If you are interested in more information, helping the project or joining a chain, contact us.

Summary of the activities
Communicating to, for, and in the cultural diversity and multilingualism of Europe is a major concern for industry, business, education, government, and NGO bodies throughout the region.

Handling multilingual content, addressing multi-cultural usability, educating the next generation, and dealing with national and international standards require an extraordinary skill set for all those working in European communications.

To explore these issues, the Society for Technical Communication (STC) France Chapter, a registered professional non-profit association, is hosting the conference "Communicating Europe" on Friday 14 March 2008 in Paris, France.

In an exciting and varied programme, prestigious international speakers will address trends, tools and techniques and share their secrets for successful communication in Europe with you. On Thursday 13 March 2008, two pre-conference workshops on "wikis" and "use cases" offer dynamic interactive learning experiences for updating your skills.

Based on new modalities of dialogue, comparison and communication, has been organized a Youth meeting in Djakovo (Croatia) who will be attended by over 70 students coming from ten different countries whose aims:

Summary of the activities
Despite the fear of many people the Low German language has survived the 20th century. Although the importance as a common language has been reduced significantly in the Münsterland area too, many people are able to understand the old mother tounge. Nevertheless there are few people left being able to speak Low German.

Caused by my love for the wonderful mode of expression in the Low German language and by the fear that this language may die out, I began to write the dictionary "Wörterbuch des Münsterländer Platt". In this dictionary I fixed clear and simple rules for the orthography of the Low German language and use them consistently for all words. In the autumn 2008 in addition there will be published an encyclopedia using pictures to describe terms in the Low German language.

Summary of the activities
2008, European Year of Intercultural Dialogue: in this framework, at the initiative of the European Commission, the Diversidad project was thought up by the European Music Office (EMO), the association Diversités and Music Information Centre Austria (MICA).

The aim of this project is to provide a platform for the actors in European urban cultures to get to know one another, to share, to create and to found a lasting bridge of exchanges.

- 1st step: A Federating Anthem, Recording of the single Diversidad by established artists (March).

- 2nd step: Creation of a European Community on www.myspace.com/diversidadexperience where artists from all over Europe will be able to get together, create and carry out exchanges.
Information, instrumental & acappella version of the single will be available for free for remixes.

- 3rd step: Diversidad Festival, June 23, 24, 25 in Vienna (Austria) during the European Football Championship
=> Live, Graffiti exhibition, Conferences, DJ Battle .. with many established artists from all over Europe.

Diversidad seminars also in Stockholm May 27th and Madrid 30th - other dates to be announced.

Summary of the activities
Motivating adult language learners to complete courses! This is a project funded by the European Community and carried out by experienced language experts from across Europe.

Too many adult language learners drop-out of language courses, the Dont Give Up project offers language schools, course designers and students 101 ways to learn a foreign language successfully.

The project will investigate why adults drop-out and build up a knowledge base of ways to prevent drop-outs.

The project will look at every aspect of courses. For example, reasons for taking courses, the structure and teaching of courses, problems students encounter etc. Solutions can be as simple as the colour of the classroom walls through to the overall structure of a language course.

The project will produce a book of best practices to motivate students to complete their courses.

Summary of the activities
Echange Theatre Company is established in London with the aim to produce unique works implying cultural exchange, multi-lingualism and translations. We started in Jan 2006 and have since produced 4 plays originally written in French and translated into English.

The Exchange is a bilingual play, a French masterpiece by Paul Claudel from 1893 made very contemporary to modern audience to critical acclaim. We were invited to several festivals in London.

Business is a comissioned work by a French producer for a British Audience: it tells the encounter of a Frenchman, an Englishman, and an American. It contains Russian language.

All the plays deal with cultural and language exchange. Echange Theatre would like to bring the work now to a broader audience: we're aiming to participate to the International Fringe Theatre festival in Edinburgh in August 2008.

Fundings are currently being raised. Future works will imply more than only French and English but also Spanish and Arabic.

Resumen de la acción
Es importante cómo esta siendo evaluada la cuestión de la preservación de la diversidad lingüística en todo el mundo. En este parangón, la historia del idioma Euskara a lo largo de milenios vive en la actualidad un momento decisivo en cuanto a su efectividad como expresión del pueblo Vasco.

Proponemos hacer un documental sobre esta historia de avances y retrocesos de nuestro idioma. Con un abordaje antropológico sobre este tema, para tener una perspectiva histórica de la cuestión, que será muy útil para el público general no especializado en conceptos lingüistícos y académicos.

Por lo tanto, desde una perspectiva antropológica, yuxtapondremos la cuestión en paralelo con los conceptos del antropólogo Darcy Ribeiro en base a los procesos de la experiencia de la formación de la cultura brasileña, en búsqueda de similitudes, con la situación del Euskara en la actual era de la globalización y multiculturalidad.

Je travaille à créer un jeu ludique et pédagogique autour des langues autochtones d'Afrique centrale. Il a pour objectifs de rapprocher les peuples par leurs racines linguistiques et de briser les haines entre les ethnies. 

Il comprendra comme support la maquette géographique en illustration, des dés et jouera des mots et des lettres. Le G.P.S des paronymes, des homonymes et des synonymes bantous a comme objectif de susciter un intéret accru pour les langues bantous afin d'encourager les parents et leurs enfants à se retrouver autour de leur pérennisation.

Un jeu a vocation d'être disponible en librairie, en bibliothèque, et présent sur les média.

Summary of the activities
The project aims to continue the survey and documentation of Melanesian languages launched during Phase I in 2000-2003. The present project will also focus on capacity building by training local students and field workers to conduct linguistic research and documentation.

The activities involve carrying out linguistic surveys concentrating on the documentation of Melanesian languages in danger of disappearing to produce the necessary data (e.g., orthographies for the unwritten languages and grammars) for the development of adequate learning materials for the revitalization of these languages.

The following results are expected:
- Linguistic data necessary for developing orthographies collected;
- Adequate linguistic tools for literacy in local communities developed;
- Local communities encouraged to participate in actions for safeguarding and preservation of their own
languages;
- Local capacities for language documentation, preservation and transmission enhanced.

Lullabies in the original European languages, with their translations and background are available here for families, schools and children to use.

Lullabies in multiple languages are a perfect way to introduce new languages into a family setting. Every European country has its own culture of lullabies but this project will allow you to cross the cultural divide and sing and play other wonderful lullabies in your homes.

Very young children, who hear these songs, will remember them later when starting to learn foreign languages. Indeed, research shows that lullabies do much more than lulling a baby to sleep. They provide opportunities for children’s growth and development as well as promoting a loving relationship between parent and child.

The project has also made a Wiki were lullabies in additional languages can be added by users to share with all.

Under the project, countries in the region are being provided with technical assistance for piloting mother tongue-based literacy programmes and for developing a framework for transition from mother tongue to national language. Countries have documented the outcomes of national activities through carrying out action researches. Advocacy with policy makers and stakeholders are promoted through exhibition and discussion and dialogues. Mother Tongue based teaching learning materials and methodologies in various languages are being developed.

It is planned to organize a regional workshop on mother tongue literacy programme in Nepal in September 2008, involving twelve Asian countries (likely to include participants from Africa and Latin America) with main objectives to share and learn from regional experiences in:
• Innovative mother tongue-based literacy programmes
• Framework on transition programmes from mother tongue to national language
• materials development and teaching/learning methodologies

Summary of the activities
Software is considered open source when its source code and the basic elements of its design are accessible to all, as opposed to the traditional form of software which is “proprietary”, and whose source code is inaccessible, secret and therefore closed. UNESCO recognizes the importance of the social value of free and open source software (FOSS) and its actions aim at giving the necessary means and autonomy for countries to make their own choice.

In this context the UNESCO Office in Rabat, in co-operation with UNDP/ ICTDAR, is creating the “Miftaah” memory stick, containing not only free and open source software, but also a storage capacity for the user’s personal data. Miftaah also provides a customized and user-friendly interface, ensuring accessibility to this FOSS package in arabic, in english and in french.

Academic institutions represent the focal point of the development of the project because of their commitment to free and autonomous research and their dedication to quality in higher education, in accordance with the fast changes of the needs of society.

Résumé de l'action
Cette étude, commandée par la région Rhône-Alpes, procède par sondages et enquêtes qualitatives dans près d'une vingtaine d'aires de la région. Elle permettra de dresser un aperçu précis des pratiques sociolinguistiques dans les langues autochtones de la région Rhône-Alpes, en s'appuyant sur les contacts déjà nombreux et anciens entre les partenaires du projet et leurs correspondants locaux.

Le travail d'enquête permettra également de rendre compte des aspirations des locuteurs, des associations ou de la population en général.

Le rapport final fournira ainsi des éléments susceptibles d'inspirer à la région Rhône-Alpes une politique de préservation et de valorisation des langues et cultures efficace, visible et adaptée aux spécificités régionales, à partir des préconisations qui seront proposées.

Summary of the activities
Professional development is a continuous process of individual and collective improvement of practice. Its empowering effects should reach individual educators and also learning communities. We believe in connecting theory to practice to foster reflection and awareness of one’s and our community’s teaching practices, bridging the gap between information and knowledge, aiming at deepening and broadening knowledge of content, and thus, laying the grounds for pedagogy of all disciplines related to English teaching. We believe professional development should be rooted in and reflect the best available research, and should also be intellectually engaging, as well as address the complexity of teaching. It is through knowledge management that we pave the way to personal reflection, fostering individual professional insight, and thus, having a positive impact on our teaching community.

2009 Pro.T's theme is "from information to knowledge: a collective challenge," and it will deal with topics such as knowledge management, material and curriculum design, cultural studies, postcolonialism and world englishes, CALL, CLIL, metacognition, TQ in educational organizations, among many others. Also, a Social Responsibility action will be carried out, together with Surcos Argentinos, an NGO that organizes community orchards in underprivileged settings.

Resumen de la acción
O Museu do Folclore da Fundação Cultural Cassiano Ricardo realiza durante o mês de agosto uma programação voltada especialmente para atender a rede pública e particular de ensino, em função das comemorações do Mês do Folclore. Em 2008, para celebrar o Ano Internacional das Línguas, o Programa Museu Vivo – Vivência e Aprendizado aborda o tema Literatura Popular, com o objetivo de proporcionar aos estudantes e professores um ambiente de pesquisa e, principalmente, de descoberta deste patrimônio cultural, presente no cotidiano, nos diversos modos de expressar a nossa língua portuguesa.
