PLENARY MINISTERIAL FORUM

A major new feature is being introduced to the proceedings of the 35th session of the General Conference. In order to diversify and expand opportunities for Ministers and other Heads of Delegations to exchange views in parallel to the general policy debate, the first ever Plenary Ministerial Forum will be held, in two sessions, on Thursday 8 October 2009 from 9.30 a.m to 6 p.m in Room II.

The debates of this day-long event will focus on two international topical themes of major relevance to UNESCO:

  • “Investing out of the crisis and maintaining progress towards internationally agreed development goals (IADGs), including the Millennium Development Goals (MDGs) – through action in education, the sciences, culture and communication and information”(9h30 – 13h)

  • “Shaping UNESCO for the next decade as an effective multilateral actor, including in pursuit of international goals and United Nations reform”(14h30 – 18h).

After welcoming remarks by the Director-General of UNESCO and the President of the General Conference, keynote speakers will deliver introductory addresses to be followed by debates between the invited ministers, moderated by an independent personality. The gist of the debate and any recommendations that may be resulting from the discussions will be conveyed to the General Conference.
