Gender Awareness Programme
In 1998, gender issues began to figure prominently on the OSCE agenda. The Secretariat appointed a Gender Adviser in 1999 to ensure that the Organization fully realized the importance of gender mainstreaming and gender awareness and continued to focus on creating better opportunities for women. In the meantime, the Office for Democratic Institutions and Human Rights (ODIHR) established a Gender Unit tasked with the development and implementation of related projects and the integration of gender issues in the various field activities of the OSCE.

Full and equal exercise by women of their human rights is essential to achieving a more peaceful, secure and democratic OSCE area. The Gender Section assists, promotes and monitors the implementation of the OSCE's commitments on gender equality.
