2.13 Office for Democratic Institutions and Human Rights (OSCE)
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for this human dimension. The 1992 Helsinki Document set the ODIHR's mandate to help OSCE participating States "ensure full respect for human rights and fundamental freedoms, to abide by the rule of law, to promote principles of democracy and ... to build, strengthen and protect democratic institutions, as well as promote tolerance throughout society."

The ODIHR's overall goal in the field of human rights is to contribute to respect for human rights and fundamental freedoms across the OSCE region. To achieve this goal, the ODIHR engages in systematic and thematic monitoring of OSCE human dimension commitments. It conducts
research and analysis to better understand the human rights situation and obstacles to its improvement in participating States. The ODIHR also provides assistance to participating States in the promotion and protection of human rights.
