International Conference “Civil Education – Global Challenge of the Changing World: Russian Experience and International Dimension”
 
This conference was jointly organized by the Ministry of Education and Science of the Republic of Tatarstan, the International UNESCO Chair at the Academy of Management “TISBI”, the Kazan Institute for a Culture of Peace, the Tatar State Humanitarian and Pedagogical University and the Institute for the Development of Education of Tatarstan with the support of the Commission of the Russian Federation for UNESCO and the UNESCO Moscow office.

This International Forum gathered scientists and experts in civil education, educational leaders and representatives of educational authorities, representatives of institutions of higher education and UNESCO Chairs from Russia, CIS and foreign countries – Germany, Turkey, USA, Iran, as well as representatives of local institutions, such as UNESCO associated schools, the Association of Young Teachers of Tatarstan, participants of the Beautiful School Competition, members of school Boards of Trustees, parents of students, leadership representatives of children public organizations, ombudsmen for children, and NGO representatives with a goal to define the strategy and priorities of civil education and successful ways of forming a civil society, of developing and integrating civil public institutions into educational domain. All together about 170 participants took part in this Conference.

The following issues were proposed for the discussion at the Conference:
  • State request for civil education.
  • Methodological foundations of civil education.
  • Continuity of civil education: special requirements.
  • Developing and testing innovational educational programs aimed at forming civil competencies in multi-level educational system.
  • Information Technologies in civil education.
  • Elaboration of motivational systems and economic stimuli for quality civil education.
  • Promoting civil activity.
  • Exchange of experience in popularizing UNESCO ideas (world cultural heritage, environmental protection, tolerance, human rights) among students and academia.
  • Charity funds and civil education for people with limited capabilities.
The Conference became an interesting meeting in terms of the exchange of experience in the field of civil education. All participants stressed that education for democratic citizenship, the components of which are: Human Rights education, education for the Culture of Peace, learning Tolerance and Global Partnership development, fosters mutual understanding, intercultural dialogue, gender equality and harmonious solidarity-based attitudes among people. Civic education awakens a sense of belonging and leads to an understanding of fundamental values such as freedom, political pluralism, human rights, the primacy of law and tolerance.

After fruitful discussions the Final Document of the Conference was adopted. It included the recommendation to the Tatarstan Republic Government to adopt the Republic Programme “Civil Education in the Tatarstan Republic 2007-2010” The Proceedings of the Conference will be published.
