UNESCO, by actions in all its fields of competence, seeks to contribute to the creation of a universal culture of human rights. However, the focus is put on those areas where the Organization has a clear comparative advantage, experience and expertise, drawing upon its functions as a laboratory of ideas, a standard-setter and a clearing house. |
