Human rights research and training institutions
Human rights research and training institutions play a very important role in the promotion of human rights by means of education, research and information.
The World Plan of Action on Education for Human Rights and Democracy, adopted by the International Congress on Education for Human Rights and Democracy in Montreal, Canada, in March 1993, called for "identification, creation and strengthening of national, regional and international research centres and clearing houses on human rights information".

The establishment of human rights research and training institutions was further supported by the World Conference on Human Rights (Vienna, June 1993) and encouraged by the Plan of Action for the United Nations Decade for Human Rights (1995-2004).

Such institutions exist now in almost every country of the world. In order to strengthen cooperation between these institutions, UNESCO has published, from 1987 to 2003, the World Directory of Human Rights Research and Training Institutions (the 6th edition was published in 2003).

UNESCO also organized meetings of directors of human rights research and training institutions. These meetings, which were initiated in 1988 (the 11th took place in January 2001), were aimed at strengthening cooperation among institutions and increasing their contributions to the United Nations system efforts to promote and protect all human rights for all, in particular by means of education.
