Quality Physical Education  
Quality Physical Education
UNESCO intends to contribute in taking on this challenge to initiate a big project called ‘worksites for quality physical education and sport’.
UNESCO is mandated to improve the quality physical education, because of its Education for All initiative, as well as its physical education and sport (PES) programme and International Olympic Committee’s goal of Sport for All. In order to improve the quality of physical education it is imperative to increase the value attributed to PES as well as making it available to all peoples. The organization with the support of several partners is currently developing international quality indicators for PES. Pilot projects have been designed for Africa, which will be extended to other regions.

These projects aim to:
  • evaluate teacher training and PES facilities;
  • to bring educational structures up to a university level;
  • initiate PES teaching at the primary school level;
  • improving human resources;
  • progress on UNESCO’s Education for All initiative.
Strengthening the quality of physical education and sport (PES) will be achieved by addressing the following four issues :

At the International seminar in Saly, Senegal 2006 a benchmark was set on the quality of PES in the education system. Two mechanisms were established to improve and reorganize the quality-indicators of PES. These include, the reinforcement of the capacity of teaching training structures in Sub-Saharan Africa and to increase the operation and performance of the network of PES institutions in this region.

Appraisal of training structures:
The policy of strengthening of quality physical education and sport needs an appraisal of PES teachers and personnel training structures within the field of PES. This appraisal allows UNESCO to have a clearer image in terms of needs for PES training structures and bring them assistance.

Teaching of PES in primary schools:
One of UNESCO’s challenges is to give each child quality education to achieve the objectives of Education for All. This education requires keeping a healthy mind in a healthy body from early childhood. Teaching of PES at primary level is a necessity for physical, intellectual and moral education, also for his/her initiation to citizenship.

Development of human resources:
Strengthening human resources in charge of physical education is a priority for several developing countries. In numerous countries, the training of PES personnel comes under the Ministry of Sports. After their training, this personnel is usually employed by the Ministry of Education as teachers in High schools and middle schools. Ministries of Sports are therefore “emptied “ years after years of their personnel. In view to find a solution to this problem, UNESCO has initiated a project of compensation in human resources.

Universitarisation of PES teachers training structures:
In numerous developing countries, notably in French speaking areas, training structures do not have university institution status. To help training structures in these countries to reach university level, UNESCO has initiated a pilot project for creating a Master’s degree in PES in Africa.
