About

The program conducts and promotes research, policy dialogue and information sharing among Member States on higher education issues that are of relevance to the countries in the region. In particular, the program explores the implications of the massification of higher education systems and the impact of globalisation on higher education. The program encourages and assists Member States to address challenges and issues in the following areas:
University governance and management
Quality assurance and qualifications recognition
Diversification and privatisation of higher education
Internationalisation of higher education
The use of ICT in widening access and improving the quality of higher education.

Promote joint research among higher education institutions and/or research institutes in Asia and the Pacific region through the Education Research Institute Network in the Asia-Pacific (ERI-Net)
Facilitates regional university networks.
The Higher Education Program is also responsible for organising a number of regional meetings in the lead up to the Global Consultation on new trends and challenges in higher education, as a follow up to the 1998 World Conference on Higher Education.
